Don’t forget to sign up for the Association’s Email Notification List and Resident Database Access.  The Email Notification List enables the Association to notify you in a time-efficient manner of any security problems or other information pertaining to your subdivision.  By signing up for the Resident Database Access, you can go into your own property’s database record and add permanent or temporary guests, fill out and submit out-of-town forms, and update personal information.  Contact Tonja at the POA office by email, tcondor@hillcountrymgmt.com,  providing your name, street address and an email address if you wish to be included.

 

San Antonio Leash Law

 

The leash laws in San Antonio apply to both dogs and cats!  The City of San Antonio Code, which regulates the care and control of animals, has this to say about leashing and controlling pets.  “All dogs and cats must be confined to their owner’s property at all times except when on a leash.  Animal-care officers have the legal authority to enter unenclosed front yards of private property to impound unrestrained animals.”  We continue to receive numerous complaints regarding cats being allowed to run loose and deposit waste and destroy landscaping beds on others’ property.  If you or your neighbors need more information on the leash law and what can be done in these instances, please visit www.sanantonio.gov/acs/animcode.asp.

Vehicles

In accordance with Sonterra policy, motorized scooters, go-carts, mopeds, all terrain vehicles, electric bicycles, low speed vehicles, or other light electric- or gas-powered vehicles (with the exception of golf carts operated by a licensed driver) are not to be operated on streets within Sonterra.

 

Parties

When a resident is having a party and expects six (6) or more guests, a list of expected guests needs to be provided to the guard house at Stone Oak Parkway and Sonterra Boulevard not later than the day before the scheduled party to facilitate the admission of those guests.  If the party is expected to result in 50 or more guests, the resident hosting the party is required to furnish a guard (through Securitas) at the subdivision’s entry to expedite guest entry and direct parking

 

Decals

It has long been Sonterra policy that all residents’ vehicles are to display the Sonterra (“S”) decals on the front and rear glasses of their vehicles, which allows other residents and security patrol to identify those vehicles as belonging in the area.  Citations can be issued resulting in monetary fines if decals are not properly displayed.  If you do not have the Sonterra vehicle decals, please contact the management office to obtain such.

 

Trash

The management office is receiving many complaints from residents regarding other residents and/or their yard maintenance crews putting trash at curbside after pick-up has been made, resulting in debris remaining at curbside for as long as four (4) days.  The policy regarding trash states that it is not be placed at the curb sooner than the evening prior to the scheduled pick-up.  Trash containers must be removed and stored out of sight of the street by 6:00 p.m. on the day of trash pick-up.  If trash has not been picked up by 6:00 p.m., the containers may remain at the curb until 9:00 p.m. in the event of the possibility of a late pick-up.  If trash is not picked up, please notify the management company at 490-9481.

 

Signage

Those residents who continue to display signage, other than a “for sale” or “for lease” sign, will be contacted individually to remove the signage.  This includes school spirit signs!  Before you consider purchasing additional signs for the upcoming school year, please note that these signs are in violation of the covenants of Sonterra neighborhoods.

 

Towing

Please be advised that on-street parking by residents is prohibited.  If you have an emergency or special project that requires short-term, on-street parking, please call the management office at 490-9481, or Sonterra Security at 490-1158 to notify them of the circumstance.  Towing of vehicles will be the last resort for violators but may be enforced as needed.  Please help us all avoid this action and park your vehicles your garage or on your driveway.

 

2008 SONTERRA PROPERTY OWNERS ASSOCIATION ASSESSMENT ALLOCATION

 

It is important that homeowners understand how their Sonterra Property Owners Association

(“POA”) assessments are utilized. Fiscal responsibility is a top priority for your Board of Directors and as such an annual budget is prepared which guides our discussions/actions.

 

Our 2008 annual budget is allocated as follows:

 

A. First we allocate 15% of our budget to our Capital Reserve. This money is used on both

current and future capital expenditures such as street repairs, wall repairs and gate replacements as required.

 

B. The largest ongoing expenditure is on security, which is most often cited as a reason for

moving into Sonterra. 37% of our budget provides 24 hour, 7 days a week coverage for two roving patrols along with around-the-clock staffing of the main gate for telephone answering, resident data base access and supervision, emergency management, access control supervision, camera monitoring, and additional issues and service response needs of the owners.

 

C. Ongoing maintenance of our common areas and facilities (including such items as ground

maintenance, irrigation repairs, landscaping, tree trimming, and gate repairs) is 20% of our budget.

 

D. Managing our daily operations, interfacing with 1500 residences, 12 commercial properties, contractors, builders, city officials along with our bookkeeping, accounting, bill collection / payment processes is 20% of our budget. Ours is a top quality management company.

 

E. Utilities (such as electric, water and telephone) account for 6% of our budget.

 

F. Administrative expenses (such as property & casualty ins., workers comp, health ins. and

postage) account for 2% of our budget.

 

Any communities in Sonterra with their own amenities, such as pools, charge their residents a

separate and distinct HOMEOWNERS ASSESSMENT to maintain those facilities and no

Sonterra Property Owners Association funds are used for such. Similarly, the Sonterra Country

Club is a privately owned, managed and funded entity which charges its MEMBERS for its

amenities and no Sonterra Property Owners Association funds are used with respect to the Club

facility.

RECAP OF INCIDENTS FOR SEPTEMBER 2008

Significant:

·         On 9/8, a vehicle parked in The Hills was ransacked. There were no signs of forced entry and nothing was taken.

 

·         Sunglasses, $5 worth of loose change, and a hand gun were stolen from an unsecured vehicle parked in The Hills on 9/8

 

·         A Highlands resident, away for the weekend, reported on 9/21 that their home was entered and jewelry, a flat screen TV, and a wallet were taken. There were no signs of forced entry. A vehicle parked in the garage was stolen and recovered on 9/25 at an apartment complex at Northwest Military and Lockhill Selma. SAPD investigation is continuing.

 

·         On 9/27, the rear window of a vehicle parked in The Highlands was broken and a briefcase with medical supplies was stolen. Credit cards were also stolen from a wallet in an unsecured vehicle parked in the same driveway.

 

·         A purse and its contents were recovered intact after being stolen on 9/27 from a vehicle parked on the street in The Highlands. The passenger window of the vehicle was shattered.

 

·         The window of a vehicle parked in The Breezes was broken and a purse and camera stolen on 9/29.

TRASH REMINDER

 

Some of our residents are placing their trash at curbside in light-weight plastic bags or unsealed boxes for pick-up by Allied Waste. On a breezy day, the bags and trash are blown throughout our neighborhoods, which produces a very unsightly appearance. Please make sure your trash is placed in either trash cans with tight fitting lids (no more than 32 gallon capacity), or in strong plastic trash bags. Let’s work together to keep Sonterra beautiful!
